LEVERAGING MARKET AGILITY THROUGH NEW MODELS OF CO-OPERATION IN THE AUTOMOTIVE INDUSTRY FOR A SUCCESSFUL IMPLEMENTATION OF C-ITS IN EUROPE

ABSTRACT

We are witnessing the fourth industrial revolution and fundamental changes of mobility. Device cooperation, connectivity, and automation will mutually reinforce technological development in the mobility sector. The decisive interaction between vehicle to vehicle or between vehicle and transport infrastructure is the domain of Cooperative intelligent transport systems (C-ITS). In order to successfully implement C-ITS, Research Joint Ventures (RJV) enable the involved competence holders of the automotive and telecommunication industry to initiate and conduct their joint research. With that RJV are fundamental for Europe’s future competitiveness. However the necessary transition from RJV to Market Joint Ventures (MJV) is critical as the operating association that succeeds the research joint venture phase is often lacking effectiveness and often fails in successfully competing on the basis of marketplace agility. Europe’s C-ITS lighthouse project CONVERGE closed that gap. CONVERGE developed a pioneer approach for traffic management and vehicle safety. In order to ensure an agile interaction between the different project stakeholders the Insitutional Role Model (IRM) has been introduced. Consequently his paper examines the role of RJV in Europe and outlines the significance of the CONVERGE project and the IRM. The paper reinforces the need for a transition from efficient RJV to effective MJV in order to exploit marketplace agility. The Institutional Role Model (IRM) is introduced, which represents a new approach to increase all aspects of agility in order to successfully bring innovations to market.
