ABSTRACT

Currently Indonesia deals with the globalization which causes people to get into the fast information flow and changes. It demands the government to possess the human resources that are competent and able to adopt with these changes. Therefore, Indonesia relies on ASN (Aparatur Sipil Negara) as the human resources in managing the governance. ASN, a profession for civil servants and the Government Employees with Contract (PPPK), must be able to change their perspective in order to deal with the challenges and changes. This paper attempts to conceptualize a model which can briefly describe the gaps and challenges in implementing Law of ASN based on bureaucracy reform. In gathering the data, the researchers elaborate through study literature and interview with relevant informants such as The Deputy of Human Resources in The Ministry of Administrative Reform and Bureaucratic Reform (Kemenpan RB), The Chairman of State Civilian Bureaucracy Commission (KASN), and The General Secretary of the Ministry of Internal Affairs (Kemendagri).
