FINANCING OF EMERGENCY MANAGEMENT AS AN FACTOR OF QUALITY OF LIFE IN THE FACE OF NATURAL DISASTERS – THE CASE STUDY OF POLAND

ABSTRACT

We try to answer a research question whether financing of emergency management after flood in 2010 is better than the one before flood in 2010? We formulate a hypothesis: financing of emergency management in Poland bettered after the great flood in the year 2010. We use expenditures for safety and fire protection to verify of financing of emergency management and to measure of the quality of life. The answer for the research question is positive and the hypothesis is verified in cases of provinces and municipalities. The hypothesis was falsified and the answer for the research question was negative in the case of city counties. It is worth to notice that the result could be caused by shorter time of analysis than in cases of provinces and counties and the difference in the level of expenses in years 2007-2009 and in period 2010-2015 is low. The maximum of expenses, in cases of provinces and city counties, was noted not in 2010 but in 2009. It was the year of granting Poland and Ukraine for hosting of UEFA EURO 2012 on 18th April 2007.
